Alexandria Board of Selectmen

Work Session:  None

 

Deliberative Session came to order at 6:00 p.m. with three members present; Cindy Williams, Don Gangemi and Tom McGowan

 

It is noted that Christine Rhude was scheduled to meet with the selectmen at 6:45 this evening but is unable to attend.

 

Distribution of Minutes:        November 1, 2007

 

Approval of Minutes:             None

 

Department Heads:

Christie Phelps:  Reported that she had not signed any building permits or purchase
orders this week. 

Plans have been received from H.E. Bergeron for the tank project at the highway garage.

Barbara Emery: Unavailable.  Christie reported that receivables had dropped to under
$600,000.  Everyone is waiting for the voting to take place next week in order to get the tax rate set.

 

Items Requiring Signature:

Don Gangemi motioned to approve the proposal of Jim Ransom for the Shackett Reclamation Project.  Tom McGowan seconded the motion and it was approved by a vote of 3-0.

            Bank Signature Sheet:  A new signature sheet was needed for the bank due to Tom’s addition
            to the board.  It was signed.

            The selectmen signed an appointment form for William Hall to join the budget committee.

            The selectmen signed an appointment form for Robin Gagnon to be Deputy TC/TX.

            An elderly exemption was approved for Marion Dearborn at 85 Ragged Mtn. Road.

            A pole license for NH Co-op on Gale Road was approved.

 

6:15 P.M.:      Green Mountain Explosives

Representatives from Green Mtn. Explosives (Maxam) were in to apply for a building permit.  They are planning to be storage bunkers for explosives components on Map 401, Lot 1.  This land will be accessed completely through Groton and other towns.  The present owner, Dillon Investments, would retain timber rights for a period of perhaps three years.  The road to be used will be improved to 20’ of travel surface.  They anticipate six trips out/day.  The emulsion truck and other components are separated at all time.  For the time being they may locate temporary magazines as the storage units.  The bunkers are reinforced concrete with steel doors and two locks. The ATF inspects the bunkers prior to any material being moved into them.  The state inspects once a year; ATF usually shows up at least once per year.  There is a limit to the amount that can be stored.  The facility will need to be added to the town’s emergency management plan.  The road agent will take a look at the site as well as the emergency management director and the fire department.  There may be a chemical toilet on site, but no running water and no need for a septic system at present.  Since there is nothing within the town’s rules that would prevent the facility from being situated in Alexandria, the building permit will be approved.  The assessors will visit the site in the spring.

Christie asked for a recommendation to attend Municipal Leadership Series; a two year program with six classes per year.  Cindy said she would sign a recommendation.

 

            Don asked for a copy of the plans for the municipal building in preparation for a visit from ADA
            next week.

 

Adjournment: Tom made a motion to adjourn the meeting at 8:37 p.m.; it was seconded by Don Gangemi and passed by a vote of 3-0.
