Alexandria Board of Selectmen

The meeting came to order at 6:00 p.m.

 

Members Present:        Cindy Williams, Don Gangemi and Tom McGowan

 

The pledge of Allegiance was led by Jeff Cantara

 

Distribution of Minutes:         November 15 minutes were distributed

 

Approval of Minutes:            None….minutes of October 11, 18 and November 1, 8 and 15 have
                                                yet to be approved

 

 

Department Heads:

            Christie Phelps:  One purchase order approved this week for a container for the transfer station in the amount of $4975.00. 

            One building permit is pending; we are waiting for a copy of the septic approval.

 

Jeff Cantara:  Cindy asked if he had seen the work on Bog Road.  Jeff said he has talked with the property owner and the contractor.  Christie called the property owner first thing
on Monday and sent him a driveway permit and intent to cut form.  Jeff said there are a number of driveways leaking out onto the road and he would like to backing of the selectmen to bill them.  It was decided to allow the repair once and send the property owner a letter explaining that if it needs repair again, the town will bill for its time and materials.  Cindy also requested that the letter contain suggestions for alleviating whatever problem the driveway has. Carol Panaggio mentioned one on Mount Cardigan Road; Jeff said he is aware of it.  Christie and Jeff will take care of notifying owners.  Jeff explained to the selectmen that he has changed priorities with regard to his equipment needs for 2008.  He would like to purchase a ten wheeler at an approximate cost of $175,500 rather than the rubber-tired excavator.  He would also like some consideration in his equipment rental line in order to rent an excavator during the summer.  Jeff said people may notice some missing street signs; they are working to replace them as quickly as possible.  They keep being stolen.  The new loader is having a problem that may require it to be taken to Southworth Milton.  Christie asked Jeff if the company would supply him with a loaner in the meantime. Jeff said they have a demo machine in town right now that can be used.  Cindy asked what is happening on Fowler River Road across from Lords.  Jeff said it looks like there is a road being built from one piece of property to another.  It is out of his jurisdiction Cindy said they are driving through the brook.  Conservation Commission member, Bonnie O’Brien, will look into the matter. 

 

Items Requiring Signature:

            Grant Authority:  The selectmen signed a policy outlining applying for grants. 

            Abatement for Ron MacLean:  An abatement was signed as Mr. MacLean has a water easement
            agreement with the town. Don Gangemi suggested that a similar agreement be considered for the
            Cole Hill Road issue.  Jeff was unsure whether that could be done as that section of the road is Class VI.             

            Christie will check with town counsel.

            Wellington Village Agreement:  Selectmen signed an agreement with Wellington Village Association
            to not bill them further for the common land that is on that property.

            Abatement for Prestige Development:  Selectmen signed an abatement that will close the dispute with
            the Wellington Village Association.

Appointment Forms for Fire Warden and Deputies:  The selectmen were not comfortable signing the

appointment papers without meeting with the warden first. 

Christie will try to set up a meeting with him for the 13th of December.

 

Old Business:

            Cole Hill Road:  ongoing

            Transfer Station Land:  Christie is waiting to hear from Boake Morrison about a meeting on the
            13th or the 20th.

            Prestige Development:  Closed-remove

            Firing Range:  remove

 

New Business:

            Washburn Road/Hardwick Timber:  Hardwick Timber is requesting a waiver of the load limit on
            the Washburn Road Bridge.  Neither the engineer nor the road agent suggest allowing a waiver. 
            Christie was directed to send a letter refusing the waiver.

Budgets/Warrant Articles:  Christie requested a meeting with the selectmen at 6:00 p.m. on December
11 in order for the selectmen to make their recommendations prior to meeting with the budget committee.

            CADY (Communities for Alcohol & Drug-Free Youth) called to find out if the selectmen want to
            meet with them.  Set something up for December 27 if they want to.

 

            The meeting on December 13 will need to take place at 5:30 p.m. in order to be able to adjourn the
            meeting and attend a hearing in Bristol on the Grafton County Correctional Facilities at 7:00 p.m.

 

Public Input:

            Bonnie O’Brien said the conservation commission is not having a meeting in December. 

            Jeff said there is some shimming necessary on the Washburn Bridge; it should be reimbursed by
            the state.  He would like to use Wild Horse Welding.  Christie will know by Monday morning
            what the situation is with expenses, flood reimbursement, etc.

            Carol Panaggio:  Are the wolves here yet?  Jeff said he thought some of them were, but he is not
            positive.

 

Motion made at 7:00 p.m. to go into non-public session:  Vote—Gangemi-aye; Williams-aye; McGowan-aye.

The reason for going into non-public session is to discuss personnel issues.

 

Motion made to come out of non-public session at 7:45:  Vote-Gangemi-aye; Williams-aye; McGowan-aye.

No further business was conducted and the meeting was adjourned at 7:46 p.m.
