Alexandria Board of Selectmen

Members Present: Cindy Williams, Don Gangemi and Tom McGowan
Work session was held at 4:00 p.m. in order for selectmen, town administrator and road agent to view Cole Hill Road as well as the bridge on that road in order to determine repair needs.
The deliberative session came to order at 6:00 p. m.
Christie asked the selectmen what the goals of the recycling committee were to be. Don explained that they should: review existing facilities to see what they do, determine additional recycling capabilities, determine space necessary to accommodate increased capabilities, investigate possible site within the town for relocation, research manpower needs, research costs of acquiring/certifying a new site and make recommendations to the selectmen for consideration prior to next year’s town meeting.
The police chief ad will be run and the deadline for resumes will be June 16, 2008.
Pledge of Allegiance was led by Judy Kraemer.
Distribution of Minutes: The minutes of April 24 were distributed for review.
Approval of Minutes: The minutes of April 17 were approved by a vote of 3-0.
Department Heads:
Christie Phelps: No purchase orders, no building permits, no driveway permits. The final abatement replies should be ready for the selectmen to sign and approve next week. We will be able to give a tax warrant to the tax collector by the 15th. The Alexandria Historical Society is holding a cleanup day on May 17 from 9-11. Everyone who wishes to help should meet at the Tucker House. Pat Moore has been in contact with NHDOT in regard to adopting a portion of the state road. If it is drizzling on that day, the cleanup will go on as scheduled. The rain date is the 16th. The grader note is paid in full and has been received back from the bank. There will be a public hearing on the capital improvement plan in June. The parking lot has been cleaned; thank you to the highway crew. A note was received from Squam Lake Plumbing and Heating commending the highway crew. Reminder letters have been sent to anyone who has an open intent to cut. The reports are due by May 15.
Jeff Cantara: The floor is complete. Jeff would like the selectmen to consider using the remainder of the warrant article to put in the boiler this year. Christie has checked with the NH Dept. of Revenue, and they have said that the under-expenditure in the warrant article can be transferred to another account that has an appropriation and can be used accordingly.
Items Requiring Signature:
Yield tax warrants were signed for Bonnie Poire and AHT Wilson.
An Intent to Cut was signed for AHT Wilson.
A letter to town counsel was signed requesting that they provide the auditor with a list of any filed or potential litigations that may affect the town.
The auditor is supposed to send a draft of the audit to both Christie and Paul Brown, for the management analysis and third party review.
Old Business:
Gazebo: The location for the gazebo has been approved this evening.
Cole Hill Road: Discussed earlier. Reminders should be sent to persons who own land on Class VI roads that any repairs to the road must be approved by the town as the road is still a public way.
Free Tire Day: Christie explained the project and will get input from Doug Paterson.
Recycling Committee: Criteria determined earlier in meeting; an organizational meeting will be scheduled shortly.
Appointments: Brian Shedd: Mr. Shedd lives on the corner of Gordon Hill Road and Karl Gordon Road. Every year he has to remove sand from his property that has come from the road. He would like the town to create a swale that would send the dirt and water in another direction. Jeff said that there is an existing swale that the town’s water ends up in. An established swale needs to be made down the side of the road to a culvert that the town maintains. Jeff wanted it to come before the board rather than take it upon himself to do without approval. Don Gangemi asked Jeff to prepare a drawing such as the one that showed Cole Hill Road for the board to review. Mr. Shedd asked about a culvert that is shown on the subdivision plan that apparently has never been installed. Jeff said there is a swale there and he will review it for possible culvert installation.
New Business:
There were several people in the audience who came in support of the police chief and asked if the selectmen would sign an additional extension if a petition were presented to them. Cindy and Tom both said they would not. A long discussion took place about the chief’s position and the selectmen indicated they could not discuss certain details.
Commercial Hauler: Christie reported that the person who wished to collect trash for people throughout the town is still waiting for an answer and agrees that he needs to provide the town with a list of his customers. He has suggested that rather than paying the per yard price as listed on the fee schedule for household trash, that he pay a $100 per year license fee. Audience members were concerned with trash coming from outside the town, a possible tie-up of traffic and whether or not other items would be paid for separately. Don Gangemi asked Christie to find out what types of agreements other towns have with commercial haulers.
Adjournment: A motion to adjourn was made at 7:35 p.m. and was passed by a vote of 3-0.
