Alexandria Board of Selectmen
September 25, 2008
The meeting open at 6:00 p.m. with Don Gangemi and Tom McGowan present. Cindy Williams was absent.

Distribution of Minutes: September 11, 2008
Approval of Minutes: Tom made a motion to approve the minutes of September
11; Don seconded the motion; the vote was 2-0 in favor.
(The minutes had been distributed to selectmen earlier in week)
The minutes of August 14 and 28 were tabled
Appointments:
Lynn Wheeler had requested an audience with the selectmen to let them know she is a
candidate for the office of Register of Deeds. She worked at the register for seven years in the 70s, and has been a regular visitor to the registry office as an abstractor and paralegal.
Margie Maybeck requested an audience to let the selectmen know she is a candidate for the House of Representatives. She was elected in 2002, but lost her re-election bid in 2006. She is not in favor of the new Grafton County Rehab facility. She feels if it is going to be a jail, let it be a jail. She is for less government, less taxes, more government control back to towns.
Department Heads:
Dennis Manchester, Fire Chief: He was asked about the NIMS training opportunity coming up in Bristol. He said that selectmen, road agents, firefights and police should all have the training. The location of the training may change, if necessary. The fire department is stable. Dennis met with John Fisher, Don Sullivan, Bill White and a representative of Maxam EXP for an informative briefing on the explosives storage facility. They also toured the facility. There will be one middle pod rather than the three originally thought. The facility is not expected to be used in the winter. The pod will have separate containers for the various components. The company is believed to be in agreement to allow the area police departments have a firing range on the property. The fire department may be requesting a donation from the company to purchase an ATV w/pump to allow access to rough terrain areas. Jeff Cantara and Dennis attended fire warden training over the weekend and Dennis is supporting having Jeff Cantara become fire warden. Ranger Sheehy is leaving DRED, so will not longer be the area’s ranger. The selectmen expressed a concern about the amount of time needed to do the fire warden’s job in addition to Jeff’s duties as road agent. Christie was asked if her appointment has come through yet; it has not. She will get in contact with DRED. The fire department would like the old police cruiser if it is available. Christie will check with the road agent to make sure that he doesn’t need it. There is a storage trailer that can be used by the area towns that needs a place to live. It will be contain equipment and materials necessary to set up an Acute Care Center during an emergency. The fire department would like to be able to store it at Alexandria’s old highway garage and use one of the highway trucks to move it when it needs to respond to an incident.

Sand Policy: Work session next week at 5:00 p.m. to discuss this matter
Mileage/Maintenance Forms: Need to be finalize; Don Gangemi to bring in
one more for consideration
Dump Hours: There is money in the budget if the transfer station has more
hours.
Playground Grant Application: Christie filed a letter of intent; the actual application is
not due until January of 2009.
Generator: Christie will request an updated generator proposal
New Business:
The preliminary survey of Bog Road was accepted by the selectmen. Christie will
contact Colin Brown to prepare the Mylar.
Requests for suggestions for the town report dedication will be posted on the website
and at the November election.
There is another meeting regarding the ambulance service on October 6 at 9:00.
CERT members: There is a question as to whose insurance covers them when they come from another town to assist and whether or not the coverage is dependent upon them being officially “called out”. More information is needed.
Public Input:
A new resident asked if there is a local Democratic town chair. The selectmen suggested
that he contact Judy Goguen.

Tom McGowan made a motion to adjourn at 7:30 p.m.; the motion was seconded by
Don Gangemi and approved by a vote of 2-0.
