Alexandria Board of Selectmen

Members Present:  Cindy Williams and Tom McGowan

 

The meeting came to order at 6:00 p.m. with two members present.

 

Distribution of Minutes:    December 30, 2008

 

Approval of Minutes:         December 4 and December 18 were approved; December 22 are in draft form, but need expansion.

 

Department Heads:

            Christie Phelps:  Next Wednesday is the NRRA meeting; Bonnie and Christie will be going in order to get an update on market pricing and the availability of a co-mingled container.  This weekend there is NIMS 700 and IS 100 training available at the Newfound Middle School.  Anyone interested in the training should call Donna Quinn; Christie has the phone number.  There is a meeting on January 20 of the Franklin Region All Health Hazards Committee.  Cindy cannot attend due to other commitments.  At their last meeting, Donna Quinn talked about the move to a regional CERT team that would include the current Newfound Team.  The town clerk/tax collector requested to increase the cost of the Wellington passes to $4.00.  Christie asked that the fee remain the same as last year.  The selectmen agreed.  The Tri-State Fire Protection Service have completed their annual inspection of fire extinguishers.  They have suggested that the police and town clerk’s offices have one additional unit installed at their rear entrances.  The cost is $67.00 each.  The selectmen agreed to have this done. Christie will contact Tri-State.  The public hearing on the school district budget was originally scheduled for tomorrow evening at 7:00 p.m.  Due to the impending storm, it has been moved to Thursday evening at 7:00.  At the present time the default budget is more than the proposed budget.  The transfer station is asking for a shelter outside so the attendant can have some protection from the cold and other weather.  Christie was directed to get a price.  Cindy was told that it will be portable in the event that the facility ever moves.  Colebrook Bank has a temporary injunction against Peter McGrath regarding a timber operation going on in Alexandria.  The property is scheduled to be foreclosed on by Colebrook.  Christie had left a message with Mr. McGrath that the intent had not been signed and a bond was necessary.  There has been no reply.  Cindy suggested that Christie send the intent back to Mr. McGrath with a letter outlining the reason that it has not been signed. 

 

Items Requiring Signature:

 

The Information Recovery Plan was tabled until the selectmen have had the opportunity to do a final review.

A timber warrant was signed for Ken Lai.

The 911 Liaison Appointment Form was signed by the selectmen, appointing Christie Phelps as liaison with Cat White as the backup.

An intent to cut was signed for Ken Hall

A veteran’s credit was signed for Ken Hall

New Business:

 

The McGrath issue and transfer station shelter have already been discussed.

Christie read a resignation letter from Don Gangemi.  His resignation is effectively immediately.  Cindy made a motion to accept, with regret, Don’s resignation.  Cindy and Tom decided that rather than trying to get someone new appointed this close to town meeting, they would work with just two members on the board.  There are a couple of weeks when Cindy will be out of town.  Meetings will be cancelled as necessary to work around this schedule. 

Cindy has asked that the remainder of items for completing the building be taken care of as soon as possible.

Peter Wyricz has completed some electrical work at the transfer station to improve lighting to be used during the evening hours.

Christie has requested updates from the various groups in town; i.e. historic preservation, AVS and community day in order to keep the selectmen informed of their activities.

Christie stated that the public hearing on the proposed budget will be held on February 3. 

 

Public Input:

Next Friday is the deadline for people to apply for the third position at the transfer station.  Helen has indicated that the third person is still needed and she needs help in the meantime.  Tom will continue to be paid for the time that he puts in at the transfer station. 

January 19 at 3:00 p.m. is when interviews will be held for the transfer station.

Mark Folsom asked for the phone number for the Animal Control Officer.  Christie supplied him with the numbers.
