Selectmen’s Meeting

April 4, 2006

 

 

Members Present:     Bob Bacon, Peg Reilly & Cindy Williams

 

The meeting came to order at 6:00 p.m. with all members present.

 

The Pledge of Allegiance was led by Barry Walker.

 

Public Input:

Bob Bacon explained that the public input section at the beginning of the meeting
would be deleted; however, the one at the end of the meeting would remain for those present to be able to express their opinions.

 

Approval of Minutes:

            None

 

Distribution of Minutes:

            None

 

Department Heads:  Jeff Cantara, Road Agent

Bailey Road:  Jeff distributed prices that he had received on the Bailey Road project.  He said that in some cases getting three prices is difficult.  Bob said that the policy is written that you must make every attempt to get three.  If that is not possible, the board will take that into consideration. Bob reminded Jeff to get together with Dennis Ford with regard to the state’s requirements for the intersection of Bailey Road and the state portion of Fowler River Road. Bob asked when the Bailey Road project would be
started.  Jeff said they will begin cutting brush on that road next week after they finish with Plummer
Hill Road
. 

Gravel:  Jeff asked for approval to purchase 1,000 yards of gravel from Boake
Morrison. He was told to fill out a purchase order for the selectmen to approve. He does not want to use all the gravel money right now as he would like to try some ledge-pak on the hills to see if it will hold better. The ledge-pak will come from Ambrose Brothers.
Akerman Bridge:  Christie asked Jeff is Mr. Eastman had contacted him about the completion of painting for the Akerman Bridge.  Jeff said he will be meeting with Mr. Eastman next week.  Jeff asked for clarification on who is supposed to supply the paint. Bob said that the town is responsible for supplying the paint; Jeff said there is more available at the highway garage.

Road Widths:  Cindy spoke with Colin Brown today and received some information with regard to how
he determines the width of a road when there is no record on file.  Colin said he would volunteer his time as much as possible to work with the town on the issue of road widths.  Cindy will make copies of the information for Peg, Bob and the road agent.  She suggested that the town work on at least one road per year.  Bonnie O’Brien stated that the highway committee will also be working on an inventory and research of the roads in town.

 

 

 

Appointments:

            Brackley Shaw:

Brackley brought in the preliminary plans for the new municipal building to review with the
selectmen and the building committee.  The stonework and porches have been removed for the most part due to cost concerns. The doors will have hardware that will comply with ADA requirements.  Chris Rhude asked if there was going to be a ramp; there is not because the parking lot is level with the entrance to the building. Chris expressed some other concerns with regard to access as she works closely with disabled adults. Her concerns will be taken into consideration when determining the final specifications.  Other items under discussion included a window in the selectmen’s office that opens into the hallway in order to allow for more light and visibility; the petitioning off of a section of the “committee room” for the exclusive use of the planning board; the addition of a toilet in the holding cell area and other minor adjustments.  Brackley gave the selectmen a contract for his portion of the project.  The contract will be sent to legal counsel prior to being signed by the selectmen. It is noted that local contractors who are interested in bidding on various portions of the project should contact Bonnette, Page & Stone and ask to be placed on the bid list. 

Chris Rhude/Gale Road:

Chris asked if Gale Road is a town road; it is, but it is a Class VI road.  She presented some drawings to the selectmen that show Gale Road.  She said that Gale Road is part of her land and she does not want to be taxed for it.  She thought that if the road separated her land, then it was subdivided.  She was told it does not; it only makes two lots on the tax map.  If she wants to separate the two parcels, she must go through subdivision with the planning board.  Gale Road is a Class V road up until the maple tree beyond Ms. Rhude’s property.  Her deeds refer to the road as a driveway.  She was told that she may have to update her deed to refer to Gale Road rather than a driveway.  Bill Hall stated that the registry has a copy of the deed to the Gale Road.  Bob Ramsey said the road was laid out in 1811. This issue will require more research to determine a solution.  Cindy Williams, Bob Ramsey and Christie will all look
for more paperwork on the driveway/road.

 

Announcements:

            Selectmen’s work session on April 11 at 5:00 p.m.; meeting with the Police Search Committee

The members of the committee include Chief Tony Raymond, Attorney John Bomster, Sue Hunt, Skip Reilly, Bob Bacon and Ernie Parmenter.

Selectmen’s meeting on April 11 at 6:00 p.m.

            Planning Board work session April 5 at 6:00 p.m. They will be working on some draft ordinances that
            the selectmen requested.

            Planning Board regular meeting on April 19 at 7:00 p.m.

 

Land Use, Building Permits, Purchase Orders, Etc.:

Gravel: Peg made a motion to approve a purchase order for 1,000 yards of gravel for the highway department; Cindy seconded the motion and it was passed by a vote of 3-0.

            Current Use: An application for current use was signed for Melva and Jeff Day for land on Hutchins
            Hill Road
.

Intents to Excavate: Intents to Excavate were signed for William Hall and Newport Sand and Gravel.
While the town cannot hold up the intents, Cindy did ask Christie to check to see if the permitted area is
the same on the intent.  Christie will check with the planning board to find out what the permitted areas
are on all the gravel pits in town. The assessors will also be asked to review the area to make sure that it is correct.

 

Extension of Intent to Cut: An extension was requested by Sandra Shea on her Intent to Cut.  The project will be completed by June 30 as provided by law.

            Intent to Cut:  A supplemental Intent to Cut was approved for Robert & Charlene Fellows on Sye
            Ali Road
.

Signature Cards:  Northway Bank has asked the town to send a letter indicating who the new selectman is and a sample of their signature.  This was done, but the bank did not accept it.  They sent new signature cards that will be signed this evening.

            Wellington Park Permit: The Wellington Park Permit for the 2006 season was signed by the selectmen
            and will be sent to the state for their signatures next week, along with a check for $2,500. 

Town Meeting Minutes: The selectmen table the town meeting minutes submitted by the town clerk until they can review them.

Bill for Brackley Shaw:  The selectmen approved a bill from Brackley Shaw for payment-$6,460.
This covers the meetings prior to town meeting as well as some of the preliminary designs. 

 

Old Business:

            None

 

New Business:

            Already taken up under appointments.

 

Public Input:

Municipal Building Loan: Cindy asked if Sue Hunt is going to be contacted about the construction loan.  Christie informed Cindy that the loan has already been sent out to bid.  Five requests were sent out; one bank said to call them when they get closer to the date the money is needed.  Cindy said that usually a construction loan has one rate until it becomes a regular loan, then there is another rate.  Christie stated that it will all be explained in the proposal.

Gas Cards: Cindy asked when the selectmen would decide on the gas cards.  It was put off until Christie could find out what the rate it versus what the town pays.  She has not been able to do this as she took a few days off last week. Cindy was concerned that gas cards would not give the town enough
control over the usage.  Bob explained that each user and each car is given a card and the purchases are
tracked in that way. 

Bog Road:  Cindy asked if a letter has been sent to Mr. Nicholson on Bog Road yet.  It has not as Christie does not know the agreement that the road agent set out.  She will get together with the road agent and prepare a letter for the selectmen to sign next week.

Cash Controls:  Cindy asked Christie what cash controls are in place.  Christie explained that at the end of each month, the tax collector gives her a summary of her receipts for the month.  On a daily basis, she gets a report for tax and town clerk receipts.  The treasurer also submits a report at the end of the month.  If all of these reports agree with what Christie has entered into her computer, it is felt that all is right.  Cindy asked if the police and transfer station are checked as well.  Christie said that she gives a receipt for any money that is turned over to her by the police department, the transfer station or anyone else.

Health Officer: Barry Walker asked if the appointments have been made with the applicants for health officer.  They have not because of scheduling conflicts.  Chris Rhude asked if we have a health officer; and if we do, why do we need a new one?  She was told that the selectmen decided to open the position up to any interested person. 

 

Non-Public Meeting:  Barry Walker asked if there were any decisions made in non-public meeting.  Bob Bacon said there were not; in fact, they did not even seal the minutes.  They will be available to
the public.

Town Cars  Bonnie O’Brien asked if the town car is working again.  She was told that it is due for inspection, but should be in working order. Jeff Cantara said  he has no problems with it; it has been
very convenient.  Barry Walker asked if the police vehicles have been inspected.  Bob Bacon said they have; one of them needed tires, but otherwise they passed inspection. In response to a question, Bob Bacon stated that both police vehicles are at Chief Parmenter’s house for security reasons.

Part-Time Officers:  Barry Walker asked if the town is going to advertise for any part-time officers. Bob Bacon said he thought it had been done, but would check with Chief Parmenter.

Flood Insurance Program:  George Whittaker said that the town has not yet filled out the intent to participate in the flood insurance program and they have to do it because the town voted it in. Cindy said that she has questions on the program.  Christie said she is trying to set up a meeting with the flood insurance people and George had already asked to be a part of that meeting.  Bob asked Christie to expedite the process by contacting Jennifer DeLorme.

 

Adjournment:

            Peg made a motion to adjourn at 7:55 p.m.; Cindy seconded the motion and it was passed by a vote
            of 3-0.
