Alexandria Board of Selectmen

April 27, 2006

 

 

The selectmen’s meeting came to order at 6:00 p.m. with all members present.

 

Pledge of Allegiance:

            Led by Ed Skroback

 

Approval of Minutes:

            Cindy Williams made a motion to approve the minutes of March 28, April 4 and
            April 11, as amended; Peg Reilly seconded the motion and it was passed by a vote
            of 3-0.

 

Distribution of Minutes:

Minutes of the meeting of the 18th and the work session of the 21st were distributed.

 

Department Heads:

Jeff Cantara, Road Agent:  ROADS:Will Fulton would like to build a house off of Thomas Road.
He would like to foot the bill to fix the road up where the town turns around to the top of the hill.
Bob suggested that Mr. Fulton make sure the abutting landowners are in agreement with the work. 
Bob said that he, Mr. Fulton, just has to stay within the right-of-way.  Cindy pointed out that it would take a vote of town meeting in order for the town to be able to maintain the road.  Jeff said that on Berry Road there is a question of road width with regard to a subdivision that is being proposed.  Jeff stated that he needs a place for the town to turn around up there; right now the trucks are using someone’s driveway. Jeff suggested that the town get a deeded turnaround for that area.  Maggie LaBerge said that
the banking near the turnaround needs stabilization before it is lost.  She also replied to Bob’s question as to whether or not the planning board could require a deeded right of way.  She said they could not.
Jeff said that the Bog Road continues to be a problem with things being placed in the road’s right of way.  Cindy Williams said she went to the registry and has the description of the Nicholson property.  She will work with Jeff to figure out where the boundaries are.  Jeff will put a blurb in the newsletter explaining that the property owner is responsible for damages caused by their placement of materials in the right of way.  Colin Brown had explained that there is a standard 10-15 feet beyond the ditch line that is the town’s right of way as long as it does not change the character of the road. 

UNIFORMS: Jeff asked if the highway department could issue a clothing allowance rather than ordering uniforms from Alltex.  The selectmen said that the uniforms have to be all the same, but where they come from is up to the road agent within the restrictions of his budget.

OTHER:  Jeff is using ledge-pak on the hills as it is a better binding agent which may help hold the hills a little better.  The crew is cutting brush on Bailey Road.  Peg Reilly requested that Jeff provide the selectmen with a schedule.  Jeff said that for May the road crew will continue working on ditches and culverts, as well as applying ledge-pak.

 

Ernie Parmenter, Police Chief:  Ernie said that during the period of March 17 to April 22, the department received 120 calls for service.  There were 6 security alarms, 1 vehicle lockout, 5 motor vehicle complaints; i.e. someone going to fast, etc., 1 stalking complaint, 7 domestics resulting in two arrests, 2 phone harassments, 1 burglary, 1 theft, 1 found property, 1 emergency message, 3 paper services, 2 welfare checks, 1 missing juvenile, 1 civil standby, 2-911 hang-ups, 2 VIN identifications, 1 juvenile complaints, 8 assists for other jurisdictions, 1 open door, 1 road rage, 3 repo notifications, 1 fraud, 1 noise complaint, 2 suspicious vehicles, 1 trespassing, 7 pistol permits and 3 motor vehicle accidents. There were 31 miscellaneous calls and 23 motor vehicle complaints; speeding, etc. Major events coming up include the Newfound Marathon and the Bristol Memorial Day Parade.  Lynn Kenney is doing a wonderful job with the animal complaints.  Bob Bacon is helping with the computer.  One radio and two firearms are in need of repair.  While there are a couple of lines within the budget that will be over at the end of the year, it is Ernie’s intention to turn over a budget to a new chief with money still in it.

 

Maggie LaBerge, Planning Board Chairman:  Sherm Wadhams asked for someone to serve as his substitute as he will be having surgery.  Ann Hall will take that position.  Peter Brown has applied for a boundary line agreement, and it was approved.  Public hearings were held on two proposed subdivisions; Paul Mallen and Harold Reilly, Sr.  The Donald and Martha Flanders subdivision was approved with a waiver as they have been working on it and have kept the planning board apprised of their progress as had Paul Mallen.  The Fraser subdivision will not be given a waiver as the planning board has concerns with the proposal.  Maggie reissued her request for the selectmen to require a commercial building permit in addition to the residential.

Bill Hall:          Asked that his gravel pit bond be reduced.  The planning board recommended that the Hall’s check with the engineer, surveyor and insurance company in order to submit a proposal to the planning board as they do not have that expertise.

Master Plan Committee:  MPC is temporarily suspended.

Highway Access Committee:  Is now under the direction of Darryl Ellis.  There were two driveways approved today.

Gravel Pit Committee:  A letter was written to all gravel pit owners reminding them of the requirements for reclamation.

Zoning Ordinance Committee:  Cindy Williams will serve as the selectmen’s representative

Capital Improvements Committee:   Peg Reilly and Skip Reilly will serve as the selectmen’s and budget committee representative to the CIP Committee.

Conservation Commission:  In the process of cataloging natural resources

Transportation/Roadways Commission:  Has begun its inventory of roadways. 

All subcommittees of the planning board will meet at 6:00 on Wednesday, May 3.

 

Jeff Cantara is working with 911 to designate East, West, North or South on some of the roads that are disconnected in the middle; i.e. Gale Road. Cindy Williams asked Jeff to get together with Christie to develop a letter to the Frasers to construct at least a 3-1 slope on their banking.

 

Announcements:

            Selectmen’s work session next Thursday at 5:00 p.m.

            Selectmen’s meeting next Thursday at 6:00 p.m.

            Planning board work session on May 3 at 6:00 p.m.

            Planning board meeting on May 17 at 7:00 p.m.

            Conservation Commission meeting on May 10 at 6:00 p.m.

            No selectmen’s meeting on May 18 due to scheduling conflicts

 

 

 

Land Use, Building Permits, Purchase Orders and Other Items Requiring Signature:

            Intent to Cut on Gordon Hill Road for Chris Douglas

            Loan paperwork for loader and municipal building were signed

            Letter regarding boundary line agreement between William Robie and the Robin Connor Trust
            asking the surveyor to redraw the line so that no town-owned property is included.

            Intent to Cut for Glen Copatch

            Christie was asked to send a letter to LRPC alerting them that because of all the activity within
            the town at this time, there is no one available to serve on the Transportation Advisory Comm.

            Warrant for excavated material for Joseph Morrison.

            Yield tax for Chester Walker-$915.58

            Yield tax for William Robie-$803.15

            Yield tax for Yankee Forest-$2670.36

            Yield tax for Steven Brown-$2075.61

            Purchase order to Ambrose Brothers for ledge-pak; approved 3-0

            Purchase orders for NH Bituminous-approved 3-0;  one is to fill the tank at the town garage
            with liquid calcium, the other to place dust control on some of the roads. 

            Jeremy Hiltz Excavating for winter sand-$2400.00 for 3,000 yards at 8:00/yard

            Evans Tree Service for tree removal on Cass Mill Road

            David Ogden’s appointment as a Deputy Fire Warden was approved 3-0

            Appointment of Sue Cheney as Cemetery Trustee was passed 3-0

            Appointment of Carleen Stickney as Cemetery Trustee and Trustee of Trust funds passed 3-0

            Appointment of Ernie Parmenter as Interim Police Chief passed 3-0

            Appointment of Bob Bacon as part-time officer for Alexandria passed 2-0; Bob Bacon abstained
            as he is the person in question.

Appointment of Harold Reilly, Sr. as Weapons Instructor, Armorer, Police Officer passed 2-0. Peg Reilly abstained as the person in question is her husband.

JPS Industries would like to be able to name the private road that goes to the industrial building off of Route 104. Bob Bacon stated he would not care for an initialed road in town.  Cindy and Peg did not have a concern with the name; they just wanted to make sure it is marked private.  Christie can send a letter giving approval for the name as long as the private designation is added.

The selectmen approved the 2006 town meeting minutes.

            Abatements need to be tabled until the selectmen can review them.

           

Peg Reilly stated that she has had a real problem getting a fire permit and would like to see one of the deputy forest fire wardens be able to issue permits.  Christie was asked to set up a time for the forest fire warden to come in to see the selectmen. 

 

Corey Corliss, from the Alexandria Volunteer Fire Department, came in at the request of the selectmen.  Bob Bacon explained that the selectmen would appreciate a monthly report on the department’s activities.   

 

Old Business:

            Flood Insurance:  Paperwork will be ready for next week

            AMC:  Waiting for Cindy to review current paperwork

            Gas Cards:  Christie waiting for information from state

 

New Business:

            Health Officer:           Results will be made public after interested parties are notified

            Building Permit:          Application needs to be revamped to refer to all items that need
                                                to be adhered to.

            Cole Hill Road:           Is it Class VI or Class V.  Both.  Mr. Brower says he does not own
                                                roadway designated in his subdivision. Cindy said that the deeds do not
                                                refer to any ownership of the roadway by the abutters.  Christie will send
                                                letter.

            Clerical Position:        Five applications have been received.  Peg said she would cover the office
                                                on the two days coming up that Christie will not be available.

 

Public Input:

            Carol Panaggio:  Is Arthur Barron’s position as fire warden paid?  Only if he goes out on a forest
            fire call.

            Ed Skroback:  Wanted to state that he felt the department heads provide good reports and were
            working together

            Maggie:  When the police officer is on vacation, she feels that the cruisers should have been at the town
            garage.

            Skip Reilly:   Upset about airing dirty laundry in newspaper and hopes it will stop.  Bob Bacon stated
            that he feels there is a marked improvement and believes the board is going forward.

 

Adjournment:

Peg Reilly made a motion to adjourn the meeting at 8:02 p.m.; Cindy Williams seconded the motion and it was passed by a vote of 3-0.
