The meeting came to order at
There was originally no meeting scheduled for this week; however, concerns regarding the bidding process for the municipal office building made it necessary.
Brackley asked if he needed to go over the plans in detail with the selectmen. Judy said that the last meeting resulted in a change in some of the door configurations, enclosed rather than exposed grilles in the windows, white fixtures in bathrooms, stainless steel in kitchen, vinyl floors in public areas; carpet in offices. Peg said that Barbara Emery told her the other day that she does not want carpet in the town clerk/tax collector’s office. Brackley made note of that. Christie asked for vinyl in the public area of the selectmen’s office as well due to the traffic that comes in for property cards, tax map copies, permits, etc. Brackley noted that as well and will issue an addendum.
Bid Process: Keith McBey explained that the advertisement for bids on the project will be placed in the newspapers with a due date of May 30. Keith will review the bids and meet with the selectmen at 5:00 p.m. on June 1. All individual portions of the project will be bid. A copy of the ad was given to the selectmen and will also be placed in the Salmon Press newspapers and the Evening Citizen. The plans and specifications will be on file at Bonnette, Page and Stone and Signature Press. Keith is familiar with most of the contractors in the area and knows whether or not they are reputable. Construction Summary, an on-line trade publication, will also have a posting of the project. Brackley asked if there was anyone that the selectmen wanted contacted regarding the availability of plans and specifications. Cindy did not feel that was a proper thing to do. If any individual wishes to let someone know, that is acceptable. There is a notice of the project in the latest town newsletter.
Bonds: Bonnette, Page and Stone will need to post a bond for the duration of the project. Peg was somewhat concerned that the subcontractors will not be required to do so. Keith stated that bonds on each of the subcontractors will only increase the cost of the project. Keith explained that he will make sure that the project is completed. The subs will need to submit lien waivers to prove that they have paid their suppliers. All contractors will need to submit certificates of insurance prior to the beginning of work.
Other: Christie mentioned to Keith that there are underground utilities going out to the highway garage. Keith will call Digsafe to locate them.
Paving: Jeff Cantara asked if any portion of
Road Agent: Jeff gave the selectmen an update of the
flood repair work on Verrill and Gove Roads.
He is using local gravel from Bill Hall in the interest of time. FEMA representatives will be in town on
Friday to survey damage. He requested that the selectmen sign a purchase order
for repairs to the one-ton. When the key
is shut off, the heater stills runs, dash lights go on and off, etc. Also, the
turbo needs repair. The backhoe started
leaking antifreeze today; one of the other trucks started leaking fluid in the
rear end. Cindy made a motion to approve the purchase order for $2500; Peg
seconded the motion, and it was passed by a vote of 2-0. Jeff explained that he is going to rent a
roller to help in the repair of the roads.
That is the proper way to building a road is to compact the materials to
prevent future erosion. Cindy Williams
told Jeff that the ledge-pak on her road is holding well. Jeff said he would like to use more of it in
the future. During this flood incident,
Jeff has become aware that the highway department does not have a sufficient
supply of signs, barrels and cones to be used during emergencies. Christie will add these items to the budget
list for next year. There is a driveway on
