Alexandria Board of Selectmen

July 20, 2006

 

Members Present:         Bob Bacon and Cindy Williams (Peg Reilly is absent)

 

The meeting came to order at 6:00 p.m.  The Pledge of Allegiance was given.

 

Bob Bacon explained that a Joint Loss Management Committee meeting was held during the work session. A gentleman from the Local Government Center came to give a presentation on why a JLMC is needed and that LGC is available to give additional training to the members.

 

Distribution of Minutes:        July 13, 2006

 

Approval of Minutes:                        Bob asked to table the minutes until Selectman Reilly returns.

 

Department Heads:                George Whittaker stated that he went to a meeting at the Local Government Center.  A topic of discussion was the manufacture of Crystal Meth.  George talked with Doug Paterson at the transfer station and let him know that propane tanks that come in with discolored tops should be reported as they can be used in the production of the Crystal Meth.  George gave the selectmen flyers showing the ingredients that are use, most of which are normal, over the counter items.

George said that the fuel depot at the highway garage does not have a spill kit, which it should. Cindy asked if there was money left over from the highway garage to move the fuel tanks.  Bob said the new highway garage is near its limit for fuel storage without going through a considerable permitting process. Cindy said she thought there was supposed to be a concrete containment tank. Bob said the present tanks are grandfathered because they were in place prior to new rules. Cindy feels that the present tanks are too close to the river and she would like to see them at the new garage site. There was not enough money to cover the cost of permitting, alarms and new tanks at the site in the old warrant article. George said there are no hazmat suits or respirators, but he did pick up the inexpensive spill
suits that had been ordered.  Bob said the police department has the full sets of chemical gear.  Bob asked George to come into the August 3 meeting where a decision will be made regarding the health officer position.  George explained that he cannot go on anyone’s property at this time and there is a call that he cannot respond to at this time. Cindy stated that if George cannot go on the call; let the selectmen’s office know because the selectmen can respond.  George disagreed. George said the person was supposed to come into the selectmen’s office and fill out a complaint form.  Christie stated that no one has come in to fill out a written complaint. Bob said the issue is dead until the complaint it filed.

 

Announcements:

            Selectmen’s Meeting:  July 27, 2006 at 6:00 p.m.; work session at 5:00 p.m.

            Hazard Mitigation Committee:  July 21 at 2:00 p.m.

            Conservation Commission:  July 26 at 6:00 p.m.

 

Land Use, Building Permits, Purchase Orders, Other Items Requiring Signature:

            Intent to Cut for H & H Investments signed

            Intent to Cut for Robert Fisher signed

            Abatement approved for Larry Monroe

            Abatement approved for Trek Properties

           

            The selectmen signed a letter to Eastman Painting regarding the painting of Akerman Bridge.
            The selectmen signed an abatement denial for William and Ann Hall.

            The selectmen signed a letter to Allen & Valerie Fraser letting them know that the records they
            want to review and in the selectmen’s office during regular business hours.  There are some items that
            are under the possession of the planning board, and access to those would have to be arranged through
            the clerk.

Old Business:

            Bog Road:  There is a meeting with Mr. Nicholson and Mr. Gagne on 7/27 during the work session.

            Sye Ali Road:  On hold until something is decided with Bog Road

 

New Business:

Dog Warrant:  Christie explained that one cannot be done this year because it needed to be issued
within 20 days of June 20.   Cindy asked what the town can do about unlicensed dog at this time. Bob
said that the letters can be sent out, but the town cannot collect all the fines.  Cindy asked who is supposed to be responsible for the warrant.  Christie read the RSA that states the town clerk shall provide the selectmen with a list of those owners who have not licensed their dogs. Cindy said there was never one done in all the years she worked for the town, so she was not sure of the process. 

            Municipal Agent:  Barbara Emery told Christie that she has completed her municipal agent training and
            the town should be able to start issuing motor vehicle stickers again by the end of August.

 

Public Input:

Bonnie O’Brien asked if the is keeping a list of the issues with Avitar.  Christie said she is not listing
each individual property owner, but does know the general list of problems. Bob explained that Avitar’s contract is up this year and the town will be putting out an RFP.  Cindy pointed out that changing assessment companies does present its own challenges.  Avitar owners were brought in last year to hear
the selectmen’s concerns.  Christie said that the present person taking care of Alexandria has been very
diligent in following up on questions and issues.  Cindy said it makes a difference if you can have a consistent rep from the company that understands the town. Christie said she felt that the former rep had
been spread too thinly. 

Bonnie O’Brien asked if any reply had been received with regard to the sludge surcharge. Christie said
there had not.  Bob said there are a number of other towns that will be assessed the surcharge as well, it is not just Alexandria. 

Ed Skroback asked that if a letter is sent out to dog owners it be more gently worded than the last one was.

Larry Stickney:  Had comments regarding layout of roads, but transcriber could not understand them
due to distance form microphone.
