Work Session:
Came to order at 5:00 p.m. with all members present
Items Discussed:
Fencing: A resident wrote to the town to ask that speeding on her road be addressed and also whether or not the town would put fencing up around her property to shield her child from the road. Peg stated the town would not provide fencing. Christie explained that the letter has been forwarded to the police chief in order to address the speeding situation.
CCMSI: A report of injury was filed with the selectmen’s office. Christie was asked to contact the company that administrates the worker’s comp treatments to determine whether or not it was considered an employment related injury. It is. Cindy said that she had thought it would be, but wanted to make sure.
Generator Quote: Peg asked if Christie had gotten in touch with the person in Vermont that Bill Hall recommended. Christie said she had not, but had visited the internet to look at other companies that supply generators of that size. She found prices of $14,500-16,300, not including shipping, setup, etc. Christie asked Bill to get in touch with the Vermont person and have him contact the office. Bill said that particular person can supply and service the units. Don Gangemi asked if the options listed on the quote are included in the price or were they separate items. Cindy said she found that there is conduit under the paved area of the parking lot between the old and new buildings. Bill Hall asked if anyone had checked into the possibility of going solar with the generator. The power will store in cell packs until needed.
Plaque for Building: The plaque for the new building is in. Where do the selectmen want it hung up? It was decided in the lobby on the left.
Frank Hinkle: The cruiser should be in any day now. The chief will be going to pick up the Car 54 items by the end of the week. Frank indicated he is reluctant to issue a fitness policy for the department because once you do Police Standards and Training takes over the administrating of the program and you lose authority at the local level. Frank is hoping to be able to get the department members passes to the Plymouth State University fitness center. Peg asked where the town stands with regard to an ATV that was applied for. Frank replied that seventeen have been handed out so far. It is anticipated that between 65-70 units will be distributed by the end of the year. Alexandria is still in the running for a machine, but it may be later in the year.
Emergency Management: Cindy asked George if he knows what needs to be done in order for the emergency management plan to be updated for the state. George said the resources section has to be done over again. That should be completed by the end of the month. Peg asked if the section that she is going to type for George is ready yet; he said it is not. Cindy asked for a time frame for completion; George said June. Peg asked George to forward sections to her as soon as they are ready and she will get the typing done.
Eastman Hill: Cindy asked about Eastman Hill; whether the attorney has been heard from. Christie said that Chris Boldt is not working on this. Attorney Sharon Somers is, and she has not been heard from since the initial package of information went out to her. Cindy asked Christie to do a follow-up so the landowner can be given an answer.
Transfer Station: Cindy asked about the transfer station fee schedule. Christie stated that Doug is working on it. He is contacting various electronics recycling companies to find out what they are going to charge to get rid of the items. He also expressed concerns about setting fees so high that people just throw things out along the roads rather than pay for them at the station. Christie said that she asked Doug about the metal containers as well. He said that he does not mind if the town swaps out containers. The cherry picker can come and get metal out of the container; however, they have a 75 yard container that they fill up. The town’s container is 40 yards. NRRA suggested filling the container and then putting items in a pile off to the side until the required yardage is met. Doug does not want to have things loose. Doug called and said that the town needs to be aware that there are certain materials that will not be able to be sent to Advanced Recycling. If the town uses Advanced, the selectmen will have to decide who is going to police the container so the unacceptable items are kept out. Boake will be removing the metal container tomorrow as it is full and the container is needed for the weekend. Some of the items that cannot go into the container for Advanced include chain link fence, cable wiring can go in but must be cut into six foot lengths, microwaves. For clarification, Advanced is a division of Cohen Steel. Bill Hall said that you can always get a large enough load by added refrigerators, washing machines, etc. Cindy suggested that funding be increased for next year in order to add more hours for a helper at the station if necessary. Peg asked who takes the Freon out of the units. Christie said that the town can contact NRRA to get in touch with a company that handles the removal. Peg asked if that is what the town does now. Christie stated that she does not know how Freon is presently handled; that is a question for Doug. Peg asked Christie to have Doug come in next week at 5:30 to discuss the transfer station.
Assessing: Christie said the assessors are in town this week doing pickups. They should be done by Monday afternoon at which time they will turn over the field sheets to Christie for input into the computer. There are a few places on Washburn Road that may not be looked at until the update is done this year because of the condition of the road at this time. They are uc’s, not new construction. When asked about the view factor, Chris Murdough of Avitar said that once the updates are completed this summer, the view factor will show up on the property card as a separate line rather than a portion of the first acre. Bill Hall expressed a concern about the update because his assessment has been going up each year. Cindy said that all properties are supposed to be assessed at 100%. Bill said that he doesn’t understand this system and doesn’t feel that the company is doing that good a job. Ed Skroback asked if the assessing company is going to print a book as has been done in the past. Christie will ask the assessors if that is a part of the contract. Bill Hall asked about his abatement. Christie explained that approximately half of the abatements have been completed so far. There are still some to be received from Avitar with their recommendations. Christie will ask for these to be done as soon as possible.
Parking Ordinance: Cindy asked if the police chief is still working on a parking ordinance. Frank said that he has a draft and is doing some fine tuning.
Safety Meeting: Cindy reminded Christie that a meeting needs to be rescheduled soon.
Land Use, Building Permits, Purchase Orders, Other Items requiring Signature:
Intent to cut for Hardwick was signed with conditions that they not use the Washburn Bridge over
Patten Brook as either an access or an egress.
A disabled exemption for McLaughlin was denied as they are over the income limit.
A current use application was approved for Peringer on Perkins Hill Road
A disability exemption was denied for Steven Smith as they exceed the asset limitations.
An excavation warrant was signed for Bill Hall
A purchase order was signed for Waste Management to replace handles on rolloff containers
with ratchet type ones.
A letter to Lee Eastman was tabled. Jeff Cantara was asked how much of the work had been done. He said not a lot. The selectmen asked for a letter that requests one half of the $2,000 deposit paid back from Mr. Eastman.
Old Business:
Take policy review and road ordinance off list
Peg reminded everyone that there is a meeting next week at 6:30 in Bridgewater for selectmen
from the various towns.
Christie reminded the selectmen that the insurance people will be here at 10:00 on the 25th to inspect the municipal building and the highway garage. Peg asked if the selectmen were required to attend. Christie said she would walk around with them, but selectmen are invited as well. George asked if the old building is on the list. Christie said it was not because it has been inspected before. The new building and garage have not.
Alexandria will be hosting a current use workshop on August 7 from 9-12. The NH Department of Revenue will be putting on the program.
Deliberative Session
Pledge of Allegiance: Led by Dennis Manchester
Distribution of Minutes: Minutes of April 12 were distributed
Approval of Minutes: Minutes of April 5 were approved. Don Gangemi motioned, Cindy Williams seconded; vote was 3-0.
Department Heads:
Jeff Cantara: Jeff determined he will have expended $50,000 on flood repairs by the end of the week. Washburn had extensive damage. Jeff felt that the department’s quick response lessened the damage that might have happened. The total anticipated expenditures are $142,000; six miles total of varying levels of damage. The Mother’s Day 2006 flood areas stayed intact. Jeff explained that some of the problem is that the drainage systems in place in some areas of town are overtaxed due to development. Jeff told the selectmen he would like to hire some part time help to paint plows and do some of the other work that the department is getting behind on due to the flood. Peg said that Jeff has an item in his budget for part time help and he can expend that money. Don asked Jeff if he had heard anything about Eastman Hill Road. Jeff said he had received a couple of phone calls and he suggested that people go there to see the condition of the road after this storm. George said the bridge has to be sandblasted before the paint can be applied. Jeff said that the paint being used is a little different than regular paint. Frank asked if the town has the ability to assess penalties for work not done within a certain time period. Bill said he would like to commend Jeff on the products he is using to repair the roads; they are good quality product. The quality makes a big difference in whether or not the road will hold. Frank stated that the quality of the work should be commended as well. Peg congratulated the department for a job well done. Ed Skroback said in the event that Fema money is not available; it is still worth doing the job right and using good material. Jeff did get the gravel supplier to cut the price as it is raining out and the town pays by the ton. Bill said the town needs to keep an eye out for ledge that can be blasted and used on the roads.
New Business:
Dennis Manchester was supposed to be on the agenda, but he said he cancelled. He does, however, want to find out how the fire department can get the money approved at town meeting. Dennis was told to bring in copies of the invoices that have been paid or are to be paid as backup information for the check to be made out to the fire department.
Merry Ruggirello presented the selectmen with a request to do some work on Gale Road as follows:
1. Reinstall two water bars on the hill
2. Reinstall a ditch (across the road from her property at 191 Gale Road) to keep water off the road.
3. Install a ditch between her driveway, lower side, with a runoff into a culvert in the road.
4. Remove temporary water bar above her driveway.
Merry explained that the portion of Gale Road she lives on is a Class VI, non maintained road. There was a water bar put in a year ago last fall that is not sufficient to handle water coming down the hill. It is within the selectmen’s jurisdiction to give authority for Merry to do the work. Merry has signed a Class VI waiver stating that it is her responsibility to maintain the road for emergency vehicle access. There is a serious drainage issue on the road. The culvert on her property is not large enough to handle all the water that is coming down the hill. There were two water bars taken out further up the road that had been in place for over 50 years. Merry gave the selectmen a drawing to show where she wants to do the work. Peg asked Merry if she had talked to the road agent about the work she wants to do. Merry said she has and has also talked with the snowmobile club that uses the road as part of their trail system. The water bar needed to be leveled out a little for the club. Jeff said that on a Class VI road he cannot spend any of his funding. He has not been beyond the crest of the hill and stated that there may be an issue up there that is causing the water problem. Jeff said the road is now similar to a brook bed and the water is naturally going to come down the middle of the road until something substantial is done to it. He does not have any jurisdiction on this road. Don asked if Merry’s proposed work is a solution to the problem. Jeff said the hill above Merry is but a short section of the road and he believes that the major problem is beyond that area and that there may be another place where the water could be diverted. You first have to find the source of the water before you can propose a solution. Bill Hall said the snowmobiles are part of the problem. Bill said that the road has been surveyed to 50’, equal distances from the middle of the road. Dennis Ford may be the one to talk about with regard to the snowmobile club as he is the one who signed the agreement with the town to use the road. Terry Willette is a property owner on the opposite side of the road. Don Gangemi asked Mr. Willette how he feels about Merry’s plan. Mr. Willette said that the whole road needs to be put back in. Peg asked if part of the road is Class V. She was told it is on either end. Terry explained that when it comes to water running on his land, there has never been an easement from Rosalie Hall to be water bars on those 20 acres. Cindy said if it’s been running there more than 20 years….Terry said there wasn’t when he and his wife bought the land and that’s all there is to it. This has been going on since he bought the land in 2002. He said that every time there is a new selectman on the board, the issue gets brought back up. Terry said that water never came down over the road until the snowmobiles starting using it. He said another water bar has just been put in near the bottom of his driveway. He is sick of sneaky bull and if he has to go to court, he will do so. Terry also said that Merry’s driveway isn’t where it was originally; the driveway she now uses was put in so she could get her new mobile home in on the property. Terry submitted copies of some letters that were sent by the town saying that the selectmen were not going to get involved in the matter as it is considered a civil one. Peg said the selectmen would review the problem and talk to the town’s attorney. Merry said she cannot take the water from Mr. Willette’s road any longer. Don asked the parties involved not to take any action that would make the situation worse until the selectmen have been able to take a look at the road.
George Whittaker: The mold issue has been taken care of. On Berry Road George could not detect any odor where the complaint was issued. The water in the ditch line appears to be clear. Christie said that the woman said when she turns on her tap water, she smell the odor. Both Peg and George said that could be sulfur in her own water system. She should have her water tested, and George said he would call the person. George said he picked up a new supply of water bottles for testing. George asked to put a notice in the paper to have people test their wells. Peg said she would call the local reporter and have her get in touch with George. George brought up a culvert issue on Karl Gordon Road. Christie said that the owner of that property has asked to be put on next week’s agenda. They would like to discuss the matter with the selectmen. George said he wants to be present at that meeting. The road agent will also be there. George contacted PSNH about a pole problem on King Road. George said he dropped off the sheets on the flood costs to OEM today. He is not sure if someone is going to come out and look at the area or whether they will just take the town’s paperwork and process it through. George is working on a grant to clean trees out of some of the waterways and to alleviate drainage problems.
Jeff Cantara: Jeff explained to the selectmen that there is a lot of work to be done on the roads. He asked them to consider floating a bond in order to get the money to fix the roads. Road maintenance is not keeping up with development. Peg said that the people seem to be pleased with Jeff’s work and he should be able to ask for more money to work on the roads as long as he has a good plan.
Ed Skroback: Roads need a second coat of asphalt. There are some roads done without the top coat and those roads are starting to deteriorate.
George Whittaker: The town report raises money to maintain, construct and seal roads and the roads are not being sealed. It will add 7-10 years to a road if it is sealed. George is concerned that money is not being used for the purpose it is raised. Cindy asked about hazard mitigation funds. George said if you do not belong to the National Flood Insurance Program you are not eligible for them. Cindy replied that we do belong to the NHFIP now. George was asked to check on the town’s eligibility status.
Bill Hall: There is going to be a limit to the amount of times FEMA is going to come in and help the town fix the same area. It has to be done right the first time.
