Alexandria Board of Selectmen

The meeting came to order at 6:00 p.m. There was no work session held this evening, but there will be one next week at 5:00 p.m.

Department Heads:
George Whittaker: The question on the septic system for a property on Fowler River Road has been
answered. It has both an approval for construction and operation. George said that people keep asking him about mold kits. They are available in his office in the old town hall. George has contacted Mark Roper regarding money for debris in the stream. The photos have gone to OEM. The issue has to be taken up by the governor as he has to specifically request funds for agricultural and rivers and streams. The selectmen offered to write a letter to the governor; George felt that would be a good idea.
There is a hazard mitigation meeting on June 1 at 2:00 p.m. There is a meeting on May 23 at 1:00 p.m. George was asked what portion of the emergency management plan the selectmen are supposed to update. George said the first section in the red binder. Christie got the binder out for the selectmen to look at. Peg requested a copy of the first section so she can work on it. George said that 60% of the town’s employees must be trained in incidental command prior to the end of 2008.
Jeff Cantara: George, Jeff and Cindy rode around town with the FEMA representatives to survey the damaged areas. King Road is in need of extensive work. By the time all the repairs are completed throughout the town, the total will be someone in the vicinity of $200,000, of which the town will receive 75% from FEMA. Jeff said that the tree on King Road that was mentioned last week is turning into a worse situation. Jeff, George and others have called PSNH several times without any response. Christie will call the Public Utilities Commission on Friday to see if they can be of any assistance.
The discussion of needing enforcement on the driveway permits continued. Concerns about the town’s
liability were brought up. Ed Skroback said that the Local Government Center explained that towns have no liability on a Class VI road. Cindy is concerned about making sure that property owners upgrade Class VI roads per the ordinance because emergency vehicles are always going to try to make it to the scene no matter what the road circumstances. It was decided that all selectmen should look at Class VI roads to see what shape they are in. Peg asked for a list of people who have signed road agreements with the town. Don will continue to do research on the issue of roads and road improvements.
Frank Hinkle: Frank said that he is compiling statistics for the selectmen. He asked about the completion of the cell; i.e. toilet/sink and bed. The ATV will be picked up tomorrow and the town has loan of it for 180 daYS.. The dealer provides the plates, the town provides the insurance. The grant
expires on June 30, but Frank is reapplying for another grant. Cindy reminded Frank that the ATV’s cannot be used on hiking trails. Frank said it could in an emergency. Cindy explained that on a hiking trail, normally NH Fish and Game would bring their own ATV’s and they would be in charge. Frank is still working on the parking ordinance and will use other town’s regulations as a guideline. He said that Plymouth’s ordinance has already been tested in court with good results. Ed Skroback stated that the ATV would be a good supplement to NH Fish & Game’s equipment. The cruiser is in at Hillsboro Ford. The man that is supposed to be installing the Car 54 equipment has left. Frank is checking with the salesman to see when a new person will be able to complete the project. Cindy reminded Frank to make sure that the car is insured before it is picked up.
Items Requiring Signature:
Don Gangemi made a motion to approve the abatement for William and Ann Hall; Cindy seconded
the motion and it was approved by a vote of 3-0.
A yield warrant in the amount of $452.14 was signed for Charlene and Robert Fellows.
A purchase order was signed in order for Christie to order six seminar tables for the
conference room.
Old Business:
In response to a complaint lodged last week, the town is not responsible and cannot go on private
property for the purpose of picking up trash, appliances, etc. If it is not in the right of way, the town
has no rights.
New Business:
Artwork: Peg made a suggestion that the community day committee determine the rules
for the artwork contest.
Maintenance: Several residents have asked when the lawns are going to be taken care of. Ken
Patten cannot take on the town buildings; he is too busy already. Cindy said the town owns a lawnmower. It is stored at the historical society. Carol Panaggio said there is a problem with the mower right now. It will start, but will not go into gear. Peg suggested that it be put on a trailer and brought to
Northern Lakes. Cindy wondered if Sandy Blais might be willing to do the mowing. Bill Hall offered to take a look at the mower. He was told to get in touch with Pat Moore.
Letter from Insurance Company: Peg requested that a copy of the letter be given to the department
heads so they can review the comments for their particular areas. Work session at 5:00 p.m. next week.
Other:
Cindy mentioned that her training session the other day included some information regarding the planning board. She said that the selectmen must designate an alternate to the planning board that is specific to filling in for an absent selectman. Cindy suggested Melanie as she is required to be at the meeting anyway. Christie said that the planning board clerk in her town is an alternate on the planning board. By using Melanie, the alternate will be a person who is at each of the meetings anyway and will presumably be up on the issues. Don and Peg agreed.
Cindy asked about the documents record committee and whether Christie had followed up on creating a policy that adheres to the state’s record retention plan. Christie said she had not done this as yet, but will present something next week.
Christie asked about a vote for indemnification. Cindy could not remember what RSA refers to it. Christie will check into it before next week.
Cindy asked about the steel building. Christie did receive a response from the manufacturer that said
it does not sound like a problem from their end, rather it appears to be an installation problem. Construx has not responded to the town as yet. It may be a matter to be turned over to the town’s attorney. Jeff talked with someone who stated that $400 of silicone would have prevented the problem. Cindy asked if that could be done now. The reply was probably not because the silicone should be laid in on the channel and then the steel panels are placed on top of that. Now you would have to take the steel panels off in order to put the silicone into place.
Cindy asked about the audit. Christie said that Barbara is working with Corey on something to do with the tax side of the audit.
School Facilities Committee: Cindy will go to the meetings if she can, but does not want to be
the designated representative. Peg will check with Todd Westfall.
Public Input:
Jeff reminded the selectmen that before the contractor can see the disturbed areas outside, the soil
needs to be disturbed. The seed cannot just be thrown on top of the soil.
Sue Cheney announced that there will be a school committee meeting at the town hall Saturday
morning at 9:00 a.m.
Larry Stickney asked if the state law regarding littering applies to municipalities. If it does, he
thinks signs should be put up at the town hall and transfer station. The chief said that you have to
see someone throwing the trash before they can be charged.
Cindy made a motion to go into non-public session for the purpose of discussing a personnel issue. Don Gangemi seconded the motion and it was approved by a vote of 3-0. The time was 7:25 p.m.
A motion was made to come out of non-public session at 7:30 p.m.; motion was seconded and passed by a vote of 3-0. The meeting was adjourned at 7:35 p.m.
